The short version
New drivers cost more to insure, and there is no trick that makes that go away. Insurers charge more for drivers under 25 because inexperience correlates with higher crash rates. Adding a teen driver can raise a family's premium by roughly 50% to 100%.
What you can control is the structure. It is usually cheaper to add a new driver to the family policy than to buy them a separate one, discounts exist that meaningfully offset the increase, and the cost comes down as the driver ages with a clean record.
Add them to the family policy
This is the single biggest decision, and the answer is almost always the same: keep the new driver on the household policy rather than writing a standalone one.
A separate policy for an 18-year-old is priced as an inexperienced driver with no history and no multi-vehicle credit. On the family policy they benefit from the household's structure and discounts. The mechanics of doing this are covered in adding a teen driver to your Car Insurance.
The discounts that actually move the number
Good Student Discount. Typically requires roughly a B average or 3.0 GPA. This is the most reliable offset available for a young driver and it is worth asking about specifically — it is not always applied automatically.
Which car they drive. Vehicle type and value affect premium through theft likelihood, repair cost, engine size and safety record. A sensible older sedan with good safety ratings is a different rate than something fast. This is a real lever and parents underuse it.
How much they drive. Mileage and use — commuting versus pleasure — factor into the rate. A student who drives occasionally is not priced like a daily commuter.

Do not solve the price by underinsuring
This is the mistake that matters, and it is tempting precisely because premiums just went up.
North Carolina's minimum liability limits are 50/100/50 for policies issued or renewed on or after July 1, 2025 — $50,000 bodily injury per person, $100,000 per accident, $50,000 property damage. Those replaced the older 30/60/25 limits.
Minimums are a legal floor, not a recommendation. A new driver is statistically the most likely person in your household to cause a serious accident, and a liability claim above your limits comes out of family assets. North Carolina also follows pure contributory negligence: an injured party found even 1% at fault is generally barred from recovering from the other driver. That makes your own uninsured and underinsured motorist coverage more important here than in most states, because it protects your driver regardless of how the fault argument goes.
If the car is financed
Collision and Comprehensive are optional in nearly all states, but a lender or lessor typically requires both on a financed or leased vehicle. If the new driver's car has a loan, expect to carry them.
