Where the enhanced ACA subsidies stand for 2027
The enhanced premium tax credits that started in 2021 expired December 31, 2025. Bills to bring them back have been debated, but none had become law as of October 16, 2026. Unless Congress acts, 2027 Marketplace coverage uses the original ACA subsidy rules.
Your 2027 Marketplace calendar
- December 31, 2025Enhanced subsidies expired. The 400% income limit returned.
- November 1, 2026Open Enrollment for 2027 coverage begins on HealthCare.gov.
- December 15, 2026Last day to pick a plan for coverage that starts January 1.
- January 15, 2027Open Enrollment ends. After this you need a qualifying life event to enroll.
If Congress changes the law after you enroll, HealthCare.gov would have to recalculate savings. This page will be updated if that happens.
What changed when the enhanced subsidies expired
ACA premium tax credits: enhanced rules vs. 2027
| Rule | 2021 to 2025 | 2027 (current law) |
|---|---|---|
| Upper income limit for any help | None | 400% of poverty: $63,840 for one person, $132,000 for four |
| Lowest incomes | Many could get a benchmark plan at no premium | Pay a share of income toward the benchmark plan |
| Above the income limit | Premium capped as a share of income | Full price, no tax credit |
The biggest change is the cliff. One dollar of household income over 400% of the poverty level means no premium tax credit at all. See am I over the ACA subsidy cliff for 2027 for the line at every household size.
What it means for 2027 premiums
Insurers proposed a median premium increase of about 15% for 2027 Marketplace plans. Final rates vary by plan, county and age, and you see your own price when you shop.
If you still qualify for a tax credit, the credit grows when the benchmark plan's price goes up, so your net premium may change less than the sticker price. If you are over the 400% line, you pay the full increase. That is why the people hit hardest are older adults and families just above the cliff.
What to do while Congress decides
- Don't wait to enroll. Pick a plan by December 15, 2026 for coverage on January 1. You can change plans until January 15, 2027.
- Estimate your 2027 income carefully. Near the cliff, a few thousand dollars decides whether you get help.
- Report income changes during the year. If your income rises above what you estimated, you may have to pay back some or all of the advance credit at tax time.
- Check Medicaid if your income is low. In North Carolina, many adults with low incomes qualify for Medicaid, and you can apply any time. See do I qualify for Medicaid.
How to plan while a policy change remains uncertain
Use enacted rules and the eligibility calculation available for the coverage year. A bill, campaign statement or news report about negotiations is not the same as an effective change in your insurance payment. Before relying on a subsidy announcement, check what became law, which year it affects and what the Marketplace says you need to do.
If you enroll now, keep the eligibility notice showing the income estimate and advance credit used. If a later change affects your application, follow official Marketplace instructions and review the revised premium before changing automatic payments or cancelling coverage. Do not assume a future adjustment eliminates the need to pay today's required premium.
Compare three costs, not just the advertised subsidy
- The full premium: The plan's price before financial help. This matters if you are not eligible for a credit.
- Your net premium: The amount after the advance credit shown for your household. It depends on the application facts and available plans.
- Your cost when receiving care: Deductibles, copays, coinsurance and the out-of-pocket limit. A premium tax credit does not automatically erase these expenses.
Compare those figures for plans that include your doctors and prescriptions. A different plan can look attractive on monthly price while increasing the cost of recurring care. Review the deductible and drug coverage before switching solely because the displayed premium changed.
Keep the application ready for a reliable update
Gather the expected annual household income, tax household details, employer coverage offers and current plan information. If income is variable, document a reasonable estimate and revisit it when circumstances change. If retirement contributions or tax filing questions affect the estimate, get personalized advice from a qualified tax professional rather than assuming every contribution reduces MAGI.
Save application confirmations and review any Marketplace request for more information. The Jordan Insurance Agency can help compare the available insurance choices and explain an updated quote. We cannot promise that Congress will pass a bill, that a proposed change will apply retroactively or that every household will qualify for financial help.
A useful question to ask before replacing your plan
Ask: “What will this specific policy cost my household under the rules currently in effect, and what care does it cover?” That question produces a practical comparison today. A possible future subsidy change can then be reviewed using official instructions without leaving you uninsured while waiting for a political decision.
Quick questions
Will the enhanced ACA subsidies be extended for 2027?
Not under current law. They expired December 31, 2025, and Congress had not extended them as of October 16, 2026.
What is the 2027 ACA subsidy income limit?
400% of the federal poverty level: $63,840 for one person and $132,000 for a family of four.
Should I wait to enroll until Congress decides?
No. Enroll by the deadline that fits your start date. If the law changes, HealthCare.gov would update the savings it calculates.
