Harrisburg is in Cabarrus County, roughly twenty-five minutes from downtown Charlotte and about fifteen from Concord. That puts it in an unusual position: your Medicare Advantage and Part D options come from Cabarrus, the same list Concord and Kannapolis choose from, while a great deal of daily life — and often the doctors — sits in Mecklenburg. Care here also arrives from more than one direction. Atrium Health Cabarrus in Concord is the county’s hospital, and the service area of Novant Health Mint Hill Medical Center reaches Harrisburg from the south. We check the county from your address, then check the physicians one at a time.
The decisions, one at a time
There is no single “best” path through Medicare. What fits depends on your doctors, your prescriptions, how much you travel, and what you want your costs to look like. Here is how we work through each piece.
Your Initial Enrollment Period generally runs seven months — the three months before your birthday month, your birthday month, and the three after. Two things catch people out. Enrollment is not always automatic: if you’re receiving Social Security benefits at least four months before you turn 65, Medicare generally enrolls you in Part A and Part B for you, and otherwise you usually have to act. And waiting until the birthday month itself can push your start date later than you expected.

This is the Harrisburg conversation. Whether you can delay Part B without a late-enrollment penalty depends on your specific situation, including whether you have group health coverage based on your own or your spouse’s current employment. Employer size can also affect how Medicare coordinates with that coverage. Where the employer is based does not change the federal rules, but it does mean the plan documents we read are often a Mecklenburg company’s.

Three questions come up constantly: when should Part B start, can I delay it while I’m working, and what happens the month employer coverage ends. We push people to ask early because the Part B late enrollment penalty, once it attaches, generally stays with you for as long as you have Part B. It is not a one-time fee.

Drug coverage is its own decision with its own timing. Going without creditable prescription drug coverage after you are first eligible can bring a late-enrollment penalty of its own, which is why “I don’t take anything right now” is not quite the whole answer.
Part D is arranged county by county exactly like Advantage, so Cabarrus County’s list applies to you even if you fill prescriptions on the Charlotte side of the line. Bring the actual list, names and doses. Here is how Part D works.
A supplement works alongside Original Medicare and helps with costs Original Medicare leaves behind. In North Carolina, Medigap plans are standardized by letter, so the basic benefits for a given plan letter are the same from one insurer to the next. Premiums, underwriting, discounts and company service can still differ — which is where the comparison actually happens.
For a household on a county line whose doctors sit on the other side of it, the structural point is worth hearing: a supplement works alongside Original Medicare rather than through a network, so it is less sensitive to which system a physician belongs to. Medicare Advantage is another way to receive your Medicare-covered benefits, usually built around a network. Two things have to line up: the plan has to be offered in Cabarrus County, and the doctors you want to keep have to participate — checked one physician at a time.
Harrisburg is where those two halves can disagree. The plan list comes from Cabarrus. The care can come from Atrium Health Cabarrus up in Concord, from Novant Health Mint Hill Medical Center to the south, or from a Charlotte practice a few minutes over the line. If your household uses more than one of those, flag it early — that is the detail that decides the answer.
