COBRA or a Marketplace plan

Neither is automatically better. COBRA continues the exact plan you already have, which matters if you are mid-treatment, have met most of your deductible this year, or want no disruption. Retiring at 60 through 64 means covering yourself until Medicare eligibility at 65. Individual and Marketplace coverage is one option to weigh against COBRA and a spouse’s employer plan. Premium tax credits are keyed to your estimated household income for the coverage year — not to your assets, and not to last year’s salary — so a year with a modest drawdown and a year with a large distribution can produce very different answers.

Two things decide whether you can act today or have to wait, and how much help you get when you do.

Special Enrollment Periods

Outside Open Enrollment you need a qualifying life event to enroll or change plans. The common ones are losing other coverage, moving, marriage, and having or adopting a child. For a loss of coverage the window is 60 days before and 60 days after; most other events give you 60 days from the event itself.

Moving across the Mecklenburg / Cabarrus line is common here and worth reporting even though it will not move your rating area, because it does change your county of record and the county-level insurer list. A permanent move may open a Special Enrollment Period — but the Marketplace generally requires that you had qualifying health coverage for at least one day in the 60 days before the move, with limited exceptions. Open Enrollment dates

For 2027 coverage, Open Enrollment runs November 1, 2026 through January 15, 2027. Two dates matter rather than one: to have coverage begin January 1 you generally need to enroll by December 15, 2026, and enrolling between December 16 and January 15 usually means a February 1 start.

What it costs, and what your mailing city does not do

Where you live decides two separate things, and in Harrisburg the answers are unusually reassuring. On rating, North Carolina sets the geographic premium band by county across sixteen areas, and Cabarrus sits in Area 4 alongside Mecklenburg, Union, Rowan, Anson and Stanly — so whether your envelope says Harrisburg or Charlotte, and whichever side of that county line you are on, the geographic rating factor is the same. On availability, which insurers are permitted to sell individual plans is filed by county, and that genuinely can differ between counties even inside one rating area. So the county still has to be right; it just is not a price problem here.

Premium tax credits are then based on your estimated household income for the coverage year and the plan prices those facts produce. Because the credit is built on an estimate, it is reconciled on your tax return, so a mid-year income change is worth reporting when it happens. Harrisburg has everyday medical care. What it does not have is a hospital of its own, which makes the plan question directional.

There is no inpatient hospital in Harrisburg. Cabarrus County’s hospital care is concentrated in Concord, and Charlotte is close on the other side. Households here regularly use both, and which one is the default usually comes down to where a family’s existing physicians happen to be rather than to distance.

That makes this a directional question rather than a yes-or-no one. A plan can be strong toward Concord and weak toward Charlotte, or the reverse, and either can be the right answer depending on the household.
